On April 11, 2025, Mr. Bensaid visited ISART DIGITAL, a leading video game development school, at its historic campus in the French capital, Paris.
During the visit, the Minister held discussions with the management team about the video game industry and the importance of education and training in this rapidly growing sector. He also toured several technical labs and hands-on activities that are part of ISART DIGITAL’s curriculum, and explored the school’s startup incubator, where he was presented with a selection of student and alumni projects.
In the second part of the visit, Mr. Bensaid met with professionals from the French video game industry. During this meeting, Morocco’s national strategy for the gaming sector was presented, followed by a contribution from the Moroccan Agency for Investment and Export Development (AMDIE), highlighting the incentives offered by Morocco to attract investment in the video game industry.
The Ministry of Youth, Culture, and Communication launched, on Monday, January 6, 2025, at the International University of Rabat (UIR), the “Video Game Creator” training program dedicated to careers in video game development, which will benefit 40 young Moroccans.
Organized in collaboration with the French Embassy in Morocco, this program is part of the implementation of the Declaration of Intent signed between the two countries last October, under the auspices of His Majesty King Mohammed VI and French President Emmanuel Macron, aimed at supporting and structuring the ecosystem of the video game cultural and creative industry.
The training, which spans nine months (from January 6 to October 3, 2025), aims to strengthen the professional and managerial skills of young Moroccans in order to foster the development of the gaming industry in Morocco and to consolidate the Kingdom’s position as a key player in this field.
On this occasion, Mohamed Mehdi Bensaid, Minister of Youth, Culture, and Communication, stated that Video Game Creator “illustrates the full potential offered by prestigious collaborations between institutional and academic partners from both shores of the Mediterranean,” adding that this program “is intended to become a model of what Euro-African cooperation can produce in terms of excellence.”
Highlighting the importance of the gaming sector and the opportunities it offers in terms of employability with qualified and high-value-added jobs — Mr. Bensaid emphasized that with a quality program like Video Game Creator, “we can hope to reverse the brain drain, as gaming is an art of storytelling, drawing from our cultures, imaginations, and memories.”
“We are now in a position to produce a high-quality African cultural and creative industry that can confidently compete in the global market and export its excellence,” he added.
For her part, Agnès Humruzian, Cultural Cooperation and Action Counselor at the French Embassy in Morocco, stated that the program is the result of several months of cooperation with the Ministry, UIR, and the French school ISART Digital, specializing in the video game industry.
Both France and Morocco are convinced of the significant potential offered by gaming as a sector at the intersection of technological and creative challenges, cultural diversity on the international stage, and youth employability issues, Ms. Humruzian, who is also the director of the French Institute of Morocco, emphasized in her speech on this occasion. The cultural industry, both in France and Morocco, she added, is both attractive and conducive to creating employment opportunities and fostering innovation. Hence, it occupies a central place in the cultural partnership between the two countries, which encompasses training and startup incubation aspects.
In the same spirit, Karin Houpillart, co-founder and co-director of ISART, stated that the Kingdom, with its promising talents and exceptional cultural, historical, and artistic wealth, has a “unique opportunity to become a key player in the video game industry, not only in Africa but also on the international stage.”
This training is part of a larger project with a structured and sustainable ecosystem, capable of attracting studios from around the world, as well as investors, and generating new professional and economic opportunities for Moroccan talents, she explained.
The Video Game Creator Program is carried out in partnership with three institutions: ISART DIGITAL, the second-best video game development school in the world, responsible for training through its academic team; UIR, which hosts the training cycle; and the Higher Institute of Audiovisual and Cinema Professions, which will provide the necessary logistical support.
In order to reduce social and territorial disparities, young Moroccans will benefit from full coverage of tuition fees typically very high for this type of training, thanks to the partners, and will be offered job opportunities as well as housing solutions.
Some children dream of becoming architects of their own worlds by creating their own stories. This program is designed for children who wish to explore their creativity by designing their own video games.

The “Video Game Incubator” program, for the incubation of nine Moroccan startups specializing in the gaming field, was launched on Monday, March 10, 2025, in Rabat, in the presence of the Minister of Youth, Culture, and Communication, Mohamed Mehdi Bensaid, a delegation from the French Embassy in Morocco, as well as several stakeholders in the sector.
This program aims to support Moroccan video game entrepreneurs in structuring, developing, and sustaining their businesses, while accelerating their skills development and strengthening synergies between Moroccan players in this ecosystem internationally.
Spanning five months of incubation and two months of follow-up, this program will offer the participating companies comprehensive training covering video game pre-production, brand and communication strategy, business management, production monitoring, as well as commercial and financial strategy.
It also includes exchanges of experiences with international gaming leaders, as well as partners and investors in the sector.
This project is part of the implementation of the Declaration of Intent signed between Morocco and France last October, under the presidency of His Majesty King Mohammed VI and the President of the French Republic Mr. Emmanuel Macron, relating to the support and structuring of the ecosystem of the cultural and creative video game industry, Mr. Bensaid told the press.
The gaming industry now holds increasing importance internationally, the minister emphasized, expressing the wish to see leading Moroccan companies emerge globally in this sector.
Thanks to this partnership with the French Embassy in Morocco, this program will support nine Moroccan startups invested in gaming, equipping them with the necessary tools to position themselves on the international market, he indicated, highlighting the importance of this initiative to strengthen the structuring and develop the gaming ecosystem in the Kingdom.
Support for cultural and creative industries, particularly the video game industry, constitutes a strong new focus of Franco-Moroccan cultural cooperation, which was initiated during the French President’s state visit to the Kingdom, said Agnès Humruzian, Cooperation and Cultural Action Advisor at the French Embassy in Rabat.
Gaming represents a new creative sector, a source of employment and geared towards youth, with promising prospects for partnerships between the two countries, Ms. Humruzian emphasized, who is also the Director General of the French Institute in Morocco, adding that it is a “very beautiful story that is being written with significant cultural and economic stakes.”
For his part, the founder and director of LLP (Level Link Partners), Julien Villedieu, explained that the “Video Game Incubator” program was designed by video game experts with the aim of supporting the development and structuring of the video game industry in Morocco.
Nine video game creation companies in Morocco will be supported by this program to bring them to a level of international skills and requirements, while connecting them to the industry globally, he added, considering that this extremely ambitious program lays one of the essential cornerstones for the development of a structured video game creation ecosystem in Morocco.
The Innovative Incubation Program is designed for video game studios to enhance their skills in game development and business activities while providing opportunities to connect with video game publishers and international investors.
The program relies, on the one hand, on a practical guide that includes conferences on video games, project presentation practices, advisory sessions, and a dedicated project showcase day. On the other hand, it offers real player feedback, providing video game studios the opportunity to test their games globally with professional international testers and consult experts based on the results of the game tests. Additionally, the program provides access to the G.Round game testing platform, which has over 425,000 players and more than 1,000 professional testers.

The Video Game Incubation Program is designed for Moroccan startups specializing in video game production and pursuing ambitious projects in the gaming industry. This program provides comprehensive training to enhance entrepreneurial and technical skills, personalized mentoring by industry experts, and a grant to help startups successfully complete their projects.
Additionally, the program offers unique opportunities for collaboration and networking within the international gaming ecosystem, as well as participation in major global industry events. Applications will open on January 20, 2025, on the platform moroccogamingindustry.ma.
The Investment Charter provides a transparent and clear regulatory framework for investors. It establishes the fundamental objectives of the state, introduces various investment support mechanisms, defines the principles of their governance, and outlines the reform areas to be implemented to facilitate investment.
This charter is based on three pillars: financial support for investment, improving the business climate, and coordinating investment policies at the territorial level. It offers four mechanisms for supporting private investments.
The Investment Charter highlights key and priority sectors to attract investments, including industry, outsourcing, tourism, digital, renewable energy, waste transformation and valorization, logistics and transport, aquaculture, and the cultural industry.
In order to strengthen digital skills, Morocco has implemented a training bonus as part of its Morocco Digital 2030 strategy. The goal of this bonus is to develop a pool of digital talent by encouraging training and career transitions to digital professions, thus enabling Moroccan companies to seize the opportunities provided by digital transformation.
A bonus of 3.5% of the taxable gross income will be granted for each sustainable job in outsourcing professions, for a period of 5 years.
Investors working in the gaming industry will be eligible for this bonus upon setting up operations at Rabat Gaming City.
Job creation is one of the main objectives of the national Morocco Digital 2030 strategy, which aims to create 240,000 direct jobs in the digital sector by 2030. As such, a new incentive measure has been introduced through the establishment of an employment bonus, offering 17% of the taxable annual gross income for each sustainable job created.
Investors working in the gaming industry will be eligible for this bonus upon setting up operations at Rabat Gaming City.
E-sport, or electronic sports, involves competitive video gaming. This sport is rapidly growing in Morocco, attracting an increasingly large audience, particularly among young people.
Morocco has a developing e-sport ecosystem, with a passionate community of players, professional organizations, regular events, tournaments, and leagues, as well as dedicated infrastructures.
E-sport falls under the responsibilities of the Royal Moroccan Federation of Electronic Games.
For video game enthusiasts, several national e-sport tournaments will be organized alongside the second edition of the Morocco Gaming Expo. These will include online qualification rounds to reach a wide audience across the country, followed by a grand final that will take place during the Morocco Gaming Expo in Rabat from July 2 to 6, 2025.
A world-class e-sports arena will be built at Rabat Gaming City, with a capacity of over 1,000 people. This arena will host major national, continental, and international events.
The construction of this e-sport arena represents an opportunity to position Morocco as a leading hub for competitive video games in Africa. It will help invigorate the video game industry, attract talent, develop digital tourism, and enhance Morocco’s image.
